This OVA tie-in with Lupin The Third: Part 5 is meant to celebrate the Rupan Sansei franchise's then 50th anniversary as it is a bit more on the comical end of things with Lupin being whisked through time via a plot through a couple past foes of the thief. The OVA makes a number of nods to the first two TV anime series from the 1970s with major conflicts that Lupin and his gang get into, all the way down to the very first episode of the first series with Lupin involved in a car race ran by a criminal organization seeking to snuff him out (hence this OVA's name which is a nod to the title of said episode). Long-time Lupin fans will likely get enjoyment out of the nostalgia trip from seeing this OVA and some of the fan service milked via Fujiko being literally tickle-tortured, and newer fans of the franchise will likely be lost on following what goes on through the different points of time that Lupin is whisked to that refer to older installments of the franchise.
