The canon GXP novels confirm that "Dual!" is set billions of years ago and why some of the characters are reincarnated in OVA 5. The "Paradise Wars" novels are included in the canon, which are also referenced in Tenchi Muyo! Ryo-ohki OVA 5.

This is perhaps one of the weakest entries within the Tenchi Muyo franchise I've seen to date. To my understanding, Ai Tenchi Muyo was created both to commemorate the Tenchi franchise's 20th anniversary and to promote the tourism industry within a city in Okayama prefecture. To a great extent, this series mixes around Tenchi being a doormat to the antics of the high school girls he becomes a teacher to with occasions of fan service added to the mix and an ongoing plot where Tenchi and the girls are resolving some sort of case with two of the girls at the school connected to time travel. The former is perhaps the weakest offering of humor for the franchise to date due to being no different from typical modern harem titles and the latter is a bit sloppy in its execution as the show mixes in episodes from a past narrative that are supposed to reveal more about the circumstances that led to Tenchi's current case. But with the whole series being ran in 50 4-minute episodes, it greatly limits how much time can be focused on exploring the new characters and their circumstances, especially with the pointless focus on the harem antics that Tenchi is dragged into. It appears this series is its own unique continuity as it mixes around elements from both the OVA series and Tenchi Universe with Washu sporting an older appearance while retaining her dolls from Universe, Mihoshi running solo and retaining her high degree of luck, Ayeka able to conjure up her Juraian powers from the OVAs and Tenchi's only unique ability being his power to wield Tenchi-ken. As one of the weakest installments of the Tenchi franchise, I would not recommend watching this as you would have better time spent watching many of the better installments of Tenchi like the OVAs, Universe and Pretty Sammy.

What the fuck is this!? Whatever it is, it's not the same Tenchi Muyo as I remember. For one thing, a strange girl falling out of the sky and landing on Tenchi so that his face is pinned beneath her crotch is something that happens in cheap, fanservice-driven anime, not Tenchi Muyo. Though the original TM was skillfully risqué, something like that happening was about as likely as the same taking place in a Studio Ghibli anime. For another thing, I don't recognize any of the characters other than Tenchi himself (and I don't like his redesigned character). So, what the hell is going on here? Are the heirs of the TM! estate so desperate for money that they sold the rights to some sleazy quantity-over-quality anime studio? Whatever this is, it's a travesty of TM! and an insult to anyone who values quality in anime. After seeing the falling girl stunt, which took place only a minute or less into episode one, I turned the show off and vowed that there was no way in hell that I would watch any more. I didn't even make it through what I later learned was a five-minute short. In the blink of an eye, that scene told me everything I needed to know about whether this was going to be a show worth watching or not. If it ain't broke don't fix it, and even more, if it ain't broke don't break it.
