Much like other installments of EX-Driver, its premise mostly exists as an excuse to show off car chase sequences as the characters are still rather shallow and the plot's mostly barebones. The animation is still as fluid as the OVA series for this movie, but the vehicles are now rendered in CG animation and this sticks out like a sore thumb from the regular animation. Unless you are going into this for the car chase scenes or are a fan of ex-Driver in general, this movie's mostly skippable.
