Although there's a decent storyline in this anime, it tries hard to live up to taglines like "More panties than a Victoria's Secret catalog". In that regards, it certainly succeeds. You never go more than a few seconds without seeing some girl's panties. Yes, there is some nudity but it's brief. As for the storyline, there's quite a bit of action and enough girlfights to keep most guys happy. Personally I preferred one scene in the 2nd volume where Aika beats up a girl who is voiced by the actress that does Pikachu's voice in Pokemon. And yes, there are male characters in this anime-one's the big bad guy, one has a crush on Aika, the other one is just a drunk kid who likes peeking at panties. The story is average but gets better in Volume 2, and there is a mini-story of sorts within some of the DVD extras. It's a lot like the more recent Najica Blitz Tactics, but Aika is the better choice if you're looking for more panties and more slapstick action/comedy, plus Aika has more fights too. This anime is basically about girl getting beaten up, then lie down on the ground in a weird position just so that their panties can be shown in nearly every shot.I wouldn't call this hentai because there is no sex sences but it is very very ecchi. And some of the position are kind of funny.
There is a storyline to this and it fit the ecchiness pretty well, it about a pervented guy named Hagen, he tryed to destory every one in the world so that he can rebuild it with a bunch of women and one them is his sister(they both that they are brother and sister)and I mean no other men on the ship only Hagen. And Aika and her friends have to stop him.

Well I wrote this whole review and forgot to save. Watch it once. If you want something better with a panty perv fetish then go watch Najica Blitz Tactics or Ikki Tousen. Damn the VA for Rion sounds like she was asleep during recording. She SUCKS! And the DVD Menu Chapters don't even stop on the end of each episode. You know what offends me the most about this series? No, not the panties--it's the way half a dozen girls firing submachineguns at near point-blank range couldn't scratch Gusto, and barely managed to hit the VTOL* jet fighter that landed right in front of them! That, in my book, makes this story much harder to take seriously than the scantily clad female characters. The trick is don't take it seriously! Actually, it was precisely because Agent Aika has such a notorious reputation for fanservice that I just had to check it out. It kind of makes me wonder, is there some sort of art to the employment of fanservice? Is nudity (or implied nudity) something that's better applied with a rapier than a bludgeon (read up on the concept of "Chiralism")? It seems that the makers of Agent Aika used the latter approach, pouring it on wholesale, partly to appeal to horny teenage boys, and perhaps also in the hope that it would get silly after awhile. Though the idea largely misfired (until episodes 5-7, that is), it does get amusing at times (Ultranate panties? Near-naked girls dogfighting in jets?). I can only speak for myself, but I found this show to be far more amusing than arousing. I mean, something that's unheard of on American TV happens every time you blink an eye here. It's hard to even imagine this show without all the panty-flashing. Suppose Hargen's crewwomen had worn slacks instead of extremely short skirts--what would the verdict on the series be? Not too terrible, I would say. I was initially confused by a number of questions--how did Aika transform in the cockpit of her jet? What's this "Lagu" stuff? I was pleasantly surprised when more-or-less reasonable explanations were provided near the end. The James Bond-ish world-destruction-from-space plot reminded me of Moonraker (007 also has an uncanny knack for dodging bullets!). I found Aika herself to be a highly likeable character--an unusually mature woman (she must be at least 30), she doesn't want to hurt anybody but can and will kick ass if need be. Rion was cute (I'm talking about her face!) and her and Maypia prowling around inside Hargen's battleship/submarine/spacecraft was fun, too. These four episodes made about as much sense, and were a good deal more fun to watch than a Roger Moore era James Bond movie. I rented these and have no regrets (though I could have done without the scene of Nena flogging her underlings after they failed to capture Aika). In fact, I wouldn't mind renting the sequel episodes as well. ...and, as a matter of fact, I have! It turns out that the "Delmos", Hargen's fanatically loyal crewwomen, still have a grudge against Aika, and initiate a series of carefully planned operations with the objective of getting even. The K2 firm has a new employee, beautiful boy Michigusa (who is amusing but not a lot of help in a fight). These episodes seemed somewhat more silly than the original ones, which I liked--more silliness and fewer crotch shots would have been nice, but one out of two will have to do. I especially liked the scheme in episode 5 to have a handsome man named Pierre seduce Aika--you'll see what I mean. Episode 6 was catfight city, as Aika and the Delmos perform hilariously superhuman feats of the martial arts (don't try these at home, folks!)--I think this is my favorite episode of all. The final episode was fun too, as our old acquaintances Gusto, Bandara and Maypia reappear. There were a number of trailers in the DVD's extras category, some of which included completely original material--I became confused and thought maybe I'd missed some additional episodes. All-in-all, pretty damn good! In fact, I have ordered my own copy. I especially like the ED song to these episodes ("Dance With Me Tonight", or something like that), which sounds like it was ripped out of the 1970's but is a lot of fun anyhow. I notice it was sung by a group called the "Punky Fruites"--you'd have to be kind of a "fruit" to enjoy this stuff, but luckily I am. Panty-rific. IT'S NOT HENTAI if anybody is wondering coz it does not have extended sex scenes. I just thought that this was really good and the idea of secret agents beating up chicks that when they fall their panties are exposed is just original and quite entertaining. The story is about girls panties fighting with other girls panties. There's also something about other panties and some magic panties. I admit: I only managed to see three or four episodes, and then I totally gave up because of the massive, neverending stream of panty shots. It was boring after 5 minutes, but I hoped there was going to be an interesting story next to all the panties. I vagely remember something about lagu, a misterious asteroid residu that has some amazing power when used in a panty (the panty not being necessary, but that's what they used it for). And a bad guy and his even worse sister (yep, in panties) are after it. They run a secret organisation equiped with loads of panties with girls in who can fight in a way that shows their panties from different interesting angles. It seems I can't write a single sentence discussing this anime without using the word 'panties' at least once! I did not rated this as an 'avoid at all costs' because you have to see it for yourself to believe it. But buying or renting it is wasting your money. Last updated Friday, October 24 2003. As for the story, there actually is one. Aika and her team work quite well as characters, given the little time being spent on working them out (although the "magic girl" aspect is a little overdone, and is mostly misused for allowing more nudity shots...). The bad guys are very one-dimensional (and have German names for sure, what a big surprise ...), and it all leads to some James Bond-like showdown in the end of the first episode. The second part is more about revenge... the bad ones simply try to hurt Aika as much as they can. But the end of this part surprised me in a positive way (and made for the most positive impression of the story line). I don't think you'll actually miss a lot if you haven't seen it, but if it happens to run on TV (like it did for me), then you might give it a try and find out how you can cope with all that. For all you people who are reading this because of the "hentai" word above, i've got to tell you this... Aika is not the typical hentai OAV with college girls who lose their virginity or demons who stick weird tentacles into cryin girls... no.... Aika is hentai in a totally different way... it's like a Victoria's Secret fashion parade: there are a lot of beautiful girls, some nude breast and... COUNTLESS panty shots !!! The plot and the action sequences are just excuses, the one and only purpose of the director is to show to the audience how beautiful girls are under their skirts.
