No, this is not a 15th episode of Kimi ga Nozomu Eien. Instead it is an April's Fool joke (as you are told in the last line of the story).
Some fanclub rearranged scenes from the original scenes as to write a story about a gay (!) relationship between Shinji and Takayuki - including other gay / lesbian relationship suggestions as well. They made that rather clever - all they had to change in a number of important scenes is "I" vs. "you" (which both is rarely expressed explicitly in Japanese), so even if you understand a little Japanese it is hard to detect the difference. But of course if you love the original series you'll remember all those scenes, and you can't obviously miss the "backwards" change of Mitsuki's hair in the middle of this episode (in reverse order to what happened in the normal series - they needed scenes from earlier episodes, what a pity).
