This follow-up to Psycho-Pass 3 continues with the Bifrost case as the organization chooses to raid the Public Safety Bureau's headquarters as part of the latest bet between their final two Congressmen. The spectacle of the conflict between Bifrost and the Safety Bureau serves as the highlight of the film for me as both groups are in a cat-and-mouse trying to get an edge over one another. While the outcome is rather predictable, seeing a situation where the Safety Bureau is pushed to their breaking point makes for an interesting plot to see develop.

Not so interesting is the film trilogy's efforts at character exploration with Arata and the titular First Inspector of the film, Koichi Azusawa. In the former's case, the series picks an inopportune time to explore what happened with Arata's father and how he met Ignatov. Azusawa is rather flat as a villain being the overly-prepared and overconfident before an overlooked detail in his motives breaks this aspect of his personality. First Inspector may have had the space for its main conflict. But not so much to properly flesh out and develop its characters, especially with the film trilogy resorting to expositions to attempt providing more details on the origins of Bifrost.

In short, First Inspector was largely a treat for me for the spectacle of Bifrost's attack on the Public Safety Bureau. Beyond that, mostly everything else the film attempts to flesh out or develop doesn't feel as compelling or intriguing compared to the very first season of the franchise.
