This second part to Durarara's second series continues exploring the developments taking place with a number of the show's major characters, notable ones being Mikado's involvement with the Blue Squares and Izaya trying to uncover the whereabouts of the parties responsible for his stabbing from the last part of Durarara. The storytelling for this season is a bit more smoother as there is clearer focus on exploring the major storylines, how those connected to Izaya and Mikado are affected by their actions from the first part of Durarara x2 and providing some fleshing out of the new characters introduced for this "season" of the series. The series is still left open-ended in its final episode so things continue into Durarara x2's final part, Ketsu, that will air in January 2016. Still, this second part is an improvement over the first one since the storytelling focus wasn't as haphazard in exploring the large number of cast members found in the series.
