Tenchi Muyou! Bangaihen
I always wondered what this special was like since it's one of the few older Tenchi titles I had yet to see. Pretty much, it's just comical filler featuring Mihoshi telling an incoherent and nutty story of one of her "missions" with the Galaxy Police. As discussed by AstroNerdBoy, the Mihoshi Special seemed like a pilot for Tenchi Universe considering that the elements of Mihoshi's story felt similar to the new characterizations and ideas later used in the TV series such as Washu being full-blown mad scientist, Kiyone appearing as Mihoshi's unwilling partner and Sasami's mahou shoujo alter-ego of Pretty Sammy. The visuals to this OAV are on par with the quality you would find from the first two Tenchi OAVs, so don't expect much difference from this end. Not to mention I was a bit creeped out by the brief sight of nudity from Sasami during her transformation scene into Pretty Sammy. Otherwise, not much else I can comment on. If you're a sap for the comedy found from the Tenchi franchise, this will definitely be worth a peek for some quick laughs.

Tenchi Muyou! Bangaihen
This special is strictly for Tenchi fans. Set in the OAV continuity (but not canon material), Mihoshi has just awakened from a nap outside which irritates Ayeka. Ayeka wonders how Mihoshi can even be a GXP detective, so Mihoshi launches into a story of her greatest case. She changes the tale so that all of the girls and Tenchi are characters in the story.
Considering this was done in 1994 along with the character designs of the Tenchi cast in Mihoshi's story, I believe this to be the testing grounds for not only Magical Girl Pretty Sammy (OVA) series, but also for Tenchi Universe. The former is easy to spot because Pretty Sammy appears. The later is based on things like Washu being the "mad scientist", Ayeka being the spoiled Jurain princess, Mihoshi being stupider, and finally the addition of Galaxy Police Officer Kiyone as Mihoshi's long-suffering partner.
As Stretch mentioned in his review, Sasami gets totally naked when she transforms into Pretty Sammy. It's non-descriptive "barbie doll" nudity, but she's naked none-the-less. It's uncalled for, but sadly, nude characters are usually standard fare for most Tenchi titles. That aside, I enjoyed this story the same way I enjoyed the Tenchi Universe series, espicially the "Adventures in Time and Space" arc. Seeing the characters take different roles is pretty humorous.
Bottom line: Ultra light fluff with fun stuff for Tenchi fans (or those who can't get enough Ryoko). Some decent laughs make this good for when you want to watch an anime and don't want to think. :-)

Apparently the Mihoshi Special was made when the crew that was producing the Tenchi Muyo! OAVs took a break after episode 7. I could be wrong, but I believe that this individual OAV includes the first appearances of both Kiyone and Pretty Sammy. My overall impression is that this special is better than a typical episode of Tenchi Universe, but not as good as an episode of the OAV series. Keep in mind, though, that the special's makers may have been blowing off some steam, and decided that just for the hell of it they would dispense with all traces of drama (which is something I especially admire about the OAV series) and make a show that would rely entirely on absurd, wacky humor--why else would they have chosen to tell a story from Mihoshi's viewpoint? In this, I'm happy to say, they were completely successful. So I'll modify my opinion: though it lacks the drama, this show is just as funny as an episode of the original OAV series--and that's a major accomplishment in itself! It's certainly worth a rent--and to me, the word "rent" means "buy used", which is what I did.|
This special represented the first time I watched any sort of Tenchi Muyo in subtitled form, and I got a hint of how risque the episodes were before our American censors got their hands on them. I was shocked to see sweet little Sasami performing a bit of fan service as she transforms into Pretty Sammy!
Though the tape I watched is listed as having a length of 40 minutes, the special itself took up only 30 minutes, the remaining time being devoted to 120 still images from both the special and episodes 1-7 of Tenchi Muyo.
In small print the jacket around the tape carries the following message: "Please note that this is only a special episode. The charachters, groups and incidents depicted in Mihoshi's story are not related to the original series in any way. If you have questions, objections or exceptions about it, please hesitate to ask. Thank you!!" Perhaps what we have here is the first trace of the numerous "parallel universes" that have sprouted from Tenchi Muyo.
