Libra City is a place divided into two distinct parts by a bridged river. On one side is the affluent Upper; on the other is the ghetto Outside. Monsters of the human variety can be found in Outside, but true humanoid monsters (yokai) have started to appear as well. Some of these are the artificial works of a crazed scientist and his experiments, but three others are real ones: Bem, Bela, and Belo. All can transform to pass as human and, to one degree or another, all seek to become human, with Bem's philosophy being that saving humans will bring them closer to that goal. That brings him into occasional contact with Sonia Summers, a crusading police detective who has been exiled to Outside because of rubbing her superiors the wrong way. Though their contacts are rocky at first, she gradually comes to understand that he is not the threat that he looks like. Meanwhile Bela and Belo also search for acceptance in their own ways.

Bem explores three monstrous beings in the guise of humans seeking to help the humans of Libra City when a secret organization springs mutated humans on the populace in a series of grisly murders. Episodes of the series have different side-plots focused on involving our three main humanoid monsters as the lives they attempt to live as humans get explored, the secret organization being fleshed out with their members and motives, and the humanoid monsters dealing with the "mutated human of the week" threatening the populace. The series does devote solid focus on exploring Bela and Belo's interactions with humans in their human forms and some of the stories explored do have their engaging moments of suspense and drama. But the series does have its shortcomings in not having much fleshed out with its titular characters, some of the enemy mutated humans being rather over-the-top as far as their mannerisms and appearances are, and the ending feeling a bit rushed with how Bem and his companions deal with things involving their relations with humans. In short, Bem does have its interesting moments of storytelling involving Bela and Belo's interactions with humans and their dealings with the mysterious organization, but also its fair share of missteps with its story direction. I'd at least recommend renting or streaming this first before determining if you should buy it.
