Yes... yes... yes.... ANB is correct in mentioning that this OVA was released to milk the popularity of the series and offer more of the naughtiness.... errr ... fanservice that was only hinted at in the TV-aired story. The fanservice is pretty high and the story is weak, but this is an OVA, so the quality of the animation is better (and it was done by the SHAFT team). This is another poor excuse for going nuts on the fanservice, and the animators do go nuts on the ecchi content. Frankly, I just don't feel like writing much about it other than to say that Motsu and Shichimi from Negima!? have cameos. Well, there is one other thing in that I thought the OP sequence's use of various covers from the manga was pretty clever. Otherwise, I found nothing of redeeming value here.
