Adapting another part of its manga source material, this second Nasu anime focuses around one of the cyclists from the main team focused on considering retirement after his close friend and teammate commits suicide. But he holds off on this decision while competing in a Japanese bike race with his team. Like the prior Nasu film, the race serves as a means for its central character to come to terms with the internal conflict they are dealing with, in this case Ciocci coming to terms with his close friend's death and continuing his cycling career. The storytelling is as straight-forward as the prior OVA and the race offers its suspenseful moments throughout in spite of its predictability, with the racers dealing with heavy rainfall during the middle of the OVA. The animation for this is up a notch from the 2003 OVA with more polished details, vivid color, and some more elaborate animation seen at points with the camera angles employed of viewing the race. In short, I'd say this is on par with the first Nasu OVA in terms of quality though, again, may have limited rewatchability due to having a larger story told in its manga source material.
