In the eleventh year of the Meiji era carrying swords was forbidden by the government and those known as samurai were slowly fading away. However, there were plenty who didn't like those changes taking place in Japan and inevitably the crime rates increased. The country's only solution was an inescapable lake prison. Since the prison had no other way to access it except by water, the three boys of the Kumo family were assigned to transport the criminals to their new "home".

Laughing Under the Clouds mixes around drama, comedy, and elements of historical and supernatural lore in its focus on a trio of brothers living in Meiji era Japan who get caught up in a conflict involving those disgusted by the changing times of Japan and the mythical serpent, Orochi, threatening the country's stability. The series offers a nice balance of plot and character development as more pieces of its plot are unveiled involving the threat of Orochi and the problems affecting the former swordsmen elite trying to reclaim their former glory from the changing peaceful times of the Meiji Restoration, as well as devoting a great deal of focus on many among its fairly large cast to explore their motives and backgrounds that include the Kumo brothers, the military, and those opposing the new Meiji era. Within its run, the series explores what connections that the Kumo brothers have to the Orochi and an episode of the series is even devoted to exploring what past connections that their ancestor had with fighting the mythical serpent. The series does have some shortcomings in that the majority of its comedy fell flat for me (though this is minor as things gradually get more serious with the conflict with Orochi), and it felt like some characters were underdeveloped compared to others thanks to the rather large cast. Still, these flaws are minor as Laughing Under the Clouds otherwise offers up an engaging mix of historical and supernatural lore in exploring its conflict between the Kumo brothers and Orochi.
