Nanami Simpson is a young girl. Having lost her mother at a young age, she goes to live with her Father, Scott Simpson, on board his Marine Research Vessel, the Peperonchino. Her Father is a Marine Biologist dedicating to searching for a mythical creature known as the Glowing White Whale. When He chances to find the bones of one of these animals, he is saddened by the loss of such a rare and special creature, and resolves to change his mission towards understanding, preserving and caring for them. Nanami befriends an Orca whom she names Tico, and she spends each day playing and swimming with Tico. Eventually, she learns to breathe underwater which astounds her Father. Nanami nearly drowns one day, when one of the glowing whales appears to save her from certain death and returns her to the vessel, where her Father finally gets to see it.

Nanatsu no Umi no Tico
While this anime series was released in 1994, it actually looks older. The animation style is simple with heavy lines and limited colors - such that I might be tempted to call it low-end production work, but HEY!! This is a title from Nippon-Animation who are best known for their kid-friendly works.
And Tico and Friends is very kid-friendly. Nanami is a red-haired twelve-year-old girl who lives on research ship traveling the world, who happens to have a 'pet' ↗orca as a playmate. She travels with her father and his friend who owns a submersible 'spider' which he uses to search for treasure. Along their adventures, they pick up a spoilt rich heiress and young lad as traveling companions in their quest for the mystical white whale.
Simple fun... It was licensed everywhere in the world but not here in the US. A fansub group has picked up this title and is slowly releasing it.
