Randou Rino lost her mother a year ago, and has been on her own since then. Now that her savings are running low, she is having to rely on the kindness of her penpal, someone named 'Mr. Poppitt'. Her penpal offers to set Rino up with a scholarship at an all-girls high school, with accommodations at a nearby apartment, but events somehow seem to go very wrong when Rino first arrives. And what kind of high school has an Assault and Covert Division as part of its School Council?!

This was a fun school comedy series. Best Student Council effectively mixed in comedy with its character-centered episodes that look into the personalities of those within the group. The character back stories tend to range from being down-to-earth (tackling some serious issues such as child abandonment and family loss) to bizarre (examples being secret spies, wise-talking puppets and ninjas) yet manages to remain grounded in its comedy, even with its serious matters. The comedy did miss its mark at points such as with a card game-centered episode and a character arc featuring Seina's bratty sister Minamo. Otherwise, the comedy coming from some of the crazy character backgrounds and actions of the student council did well for the most part at consistently getting laughs out of me. If you are looking for a fun high school comedy, you can't go wrong with Best Student Council.

Girl gets invite to a mysterious high school from a penpal Mr.Poppit.So far after episode 5 I'm still unaware of who he is. The main character has a puppet, a sort of living puppet, that seems to animate without her lips moving recieved from her mother who used the puppet until she passed. There are yuri undertones with it being at an all girls school and several of the girls have slight crushes on the School Council president, who runs a covert group of girls chosen to ensure the independent nature of the school. They make sure, sort of like campus police, that all is well and that the students live their lives on campus as independently as adults.The President has taken a favorite liking to the main character although it is unclear why. The show is generally lightenhearted and humorous and reminds me of the 'daily life' type anime similar to Miname-Ke.

Ok after watching PaniPoni Dash! I was VERY wary of this. But it looks like PPD was a fluke, TBSC is hilarious! So far after 2 episodes I'm enjoying it much (especially the Emergency Shortcut!). That puppet is a show stealer!

After watching 5 episodes, we are set down on how the council works and what the cast is. The 'Payapaya' episode is my favorite so far, I had a Kare Kano flashback during that scene.

This probably probably be a 'BUY' since ADV is putting 5 episodes on the disc.

10/16 : Well after 4 disks this program has let me a bit down. While funny, it didn't have that oomph I got from Disk 1. In fact Disk 3 was a waste of time but Disk 4 redeemed it.

I agree with Jan-chan, this is a surprisingly good yet little-known show which hasn't gotten the recognition it deserves. The basic premise of this show--girl arrives at a mysterious, exclusive school, and finds weird stuff going on, reminded me of Mai-HiME. The similarity pretty much ends right there, as this show goes off on a wacky tangent, involving the elite student council, which, for all intents and purposes, runs the school. Not all that many LOL jokes, but it's hard to blame a silly, feel-good show like this one. You realise that the jokes aren't everything, and the general tone of silliness keeps me smiling. The characters are fun and have grown on me with time--most get to be the central character in their own episode eventually, which will explore their backgrounds and how they wound up at the Miyagami Academy. I think my favorite is "Cyndi", who is half American and sometimes mutters words in Engrish ("Goddamn"). My favorite episode may be the one in which Cyndi's American mother pays the school a visit, and employs the good manners that Americans are famous for ("You want a piece of me? Let's fight!"). Another favorite would be the episode involving a trading card game that offends half the council members. To my surprise, this isn't just a silly, episodic comedy after all, rather a ongoing plot is building in a subtle and ominous way--something about a secret which has been kept from Rino. Rest assured, main character Rino is not completely crazy--that would have been an easy conclusion to draw based on her habit of constantly carrying around her hand puppet, Pucchan, who tends to make not altogether tactful comments about other council members. Does Pucchan have a mind of his own? He just might! The other main mystery is the identity of Rino's anonymous sponsor, "Mr. Poppit". Hmm... Poppit... Puppet... I wonder...? Things reach a climax in the next-to-last episode, which was fun but a bit difficult to take seriously--it wasn't exactly clear if that was the intention or not. Fortunately, the show makes fun of itself in the final episode. The graduation scene left me feeling sad, as all these characters I'd come to love prepare to depart; it reminded me of the corresponding scene at the end of Azumanga Daioh. The explanations--or lack of explanations--of Pucchan, Mr. Poppit, and Rino's secret power were somewhat vague. But the episode, and the series as a whole, left me with a smile on my face--what more can I say?

The fansub group 3WA-Subs has been loyally plugging away at this quiet sleeper of a teen-girl high-school series and have just released episode 15.

Randou Rino was helped by her strange and distant penpal friend (named Mr Poppitt) in attending a special all-girl high school. On arriving in the new village, she finds out that her arranged lodging in an apartment had burned down the night before. Lost, overwhelmed and with no options open to her, she somehow manages to help in capturing an arsonist and gets invited to join the student-council at her high school. The position on the governing board includes room and board, which gives her a place to live, but she wonders why she was singled out for a leadership position that she has no qualifications for.

So with her childhood toy, a strangely independently minded and very outspoken hand puppet named Pucchan, they start their new school year under a special lucky star!!

This is a very quiet and sleepy charmer that is certain to win big points with the teen-girl crowd. While Rino is very shy and unconfident in her abilities, her hand-puppet companion is everything that she is not! Her Pucchan is a very sarcastic and bombastic character, willing to speak his mind and tell everyone what they probably do not want to hear. So, is Pucchan an alter-ego of Rino? Or is he a magical creature or perhaps a demonically possessed heirloom intent on causing chaos and mayhem? In any event, there is always some new event or situation to offer some comment on....

This series is a very low key and quiet charmer that has me looking forward to each new episode. While it will probably not prove to rate as a <BUY> type of series, I am not hesitant to admit that this is one of my current favorites.
