When the Individual Eleven threaten to attack a transport of plutonium material and already bought weapons for that purpose, Section 9 is ordered to protect this transport of material which officially doesn't exist (just like Section 9 itself). Gouda Kasundo will be the commander of this operation once again.

[2007-08-21, Devil Doll: 7/10] What appears to be an unnecessary massacre may soon turn out to become the key to Gouda's role in this series, as Kusanagi probably has understood by now. Not the best episode but a necessary one.
