I guess you can think of this as an anime spin on Hanna Barbera's Wacky Races series of the 1970s with the crossover of anime characters from different titles and the super-deformed animated style in effect. The only characters within this OVA I'm mainly familiar with are those from Bubblegum Crisis, as I haven't dabbled too heavily into any of the lesser known OVAs of the late 1980s to early 1990s. Still, I'll admit Scramble Wars had its moments I got amused with some of the over-the-top and absurd ways that characters attempt to get one over each other, particularly with how things play out in the race's climax. Still as I'm not too familiar with many of the the other titles crossed over into Scramble Wars (characters from several other titles like those from A.D. Police and Riding Bean make cameos), I'd say you may get more enjoyment out of this OVA if you're familiar with the characters and concepts of those particular titles getting parodied.
