After four years on the lam, the fugitive Enforcer Shinya Kogami has been found! For some reason, he seems to be aiding a guerrilla rebellion in the heart of what was once Cambodia, now just a small part of the massive South Eastern Asian Union (SEAUn). Fortunately for Akane, the region is facing unrest because of the first international integration of the Sibyl System, giving her the perfect excuse to hop a plane and resume her search for Kogami in the name of diplomacy. But no sooner than she lands, Akane is placed under the thumb of Nicholas Wong, a military official as distrustful as he is well-manicured who oversees Shamballa Float, the experimental "island" that lives under Sibyl's rule and created such a great gulf between peace and war in the area. Wong believes that anyone would kill to live in his utopia, but there are plenty of terrorists killing to try and destroy it instead, leading Akane to investigate not only Kogami's whereabouts, but the truth behind how Sibyl has integrated into this troubled region.

For this third installment of Psycho-Pass, Akane travels to another country to seek out the origins of a group of mercenaries who entered Japan and appear linked to her former comrade, Enforcer Kogami. The film's relevance here is to both explore what Kogami had been up to since fleeing Japan and exploring a scenario for how the Sibyl System could be applied in a foreign nation. The movie build ups a solid mystery exploring some rather corrupt elements to the SEAUn military agents she interacts with during her investigation and uncovering what her former partner Kogami had been up to, but the movie suffers to a degree in that it usually relishes too heavily in its graphic violence to pad out its run time and that the film doesn't do too much at further exploring the world of the series. The film retains the impressively high-quality animation of the two TV anime with a movie budget in mind as artwork looks somewhat smoother in comparison. While the movie is somewhat of an improvement over the second TV series, it still lacks the first show's great exploration of the flaws of the Sibyl System within its world and gets too giddy with relishing in its presentation at points. Would recommend renting this before considering buying it.
