The quick rise to power of the Good For You party has allowed them to pass a law that forbids the consumption of chocolate - appropriately called the Chocolate Prohibition Law. In their protective extreme, they expanded the prohibition to include all manner of sweet things, including sugar, because they are deemed harmful to one’s health. Two boys, Huntley and Smudger, stand up to fight against the law. With help from Louise and other friends, they begin to bootleg chocolate.

The four or five minute episodes of this series are the anime equivalent of Hershey mini-bites. They are delicious, but waiting a week or more for just another few minutes doesn't make for a well remembered storyline. It might be best to collect the episodes then watch them all at once, which would take less than an hour anyway. This show reminds me of Toshokan Sensou, what with the evil government trying to ban something which the people hold dear, but since it's chocolate, after all, this one has a silly atmosphere to it and the lack of plausibility isn't distressing. If the people were rising up in rebellion over, say, free speech, this would probably be an unmemorable, even corny show; but the ridiculous premise transforms the series as a whole into one big parody. It wasn't hilarious, but it's not the individual jokes so much as the premise as a whole which amuse the viewer. The characters were likeable enough that the way it ended left me with a grin on my face. Anyway, you gotta love a show which has a character named Smudger, don't you?
