Cid is informed by the girls running his peerless intelligence service that suspicious activity has been detected in 'The Lawless City', a 'giant slum where the evil, wealth and power of the world converge'. Against their advice he resolves to investigate himself and finds that zombie-like 'ghouls' are on a rampage. I have never fully understood the premise of this series--or, I wasn't certain if I understood it. Here's how Wikipedia summarizes it:

" A boy in modern-day Japan aspires to be a mastermind exerting power from the shadows. During his training, he is gets hit by a truck and dies, then is reborn in a fantasy world as Cid Kagenou. Here, he maintains a presence of mediocrity appearance so as to not stand out and pursue his dream. He cures an elven girl suffering from a disease. Cid, lying to her, explains that this world is run by the Cult of Diablos and that his organization, Shadow Garden, can defeat them. The elf, now named Alpha, "joins" and begins recruiting new members. In fact, the power struggle he described really exists. Under the alias of "Shadow", he now fights it."

Maybe I understood it better than I thought I did, because there are no real surprises here. I guess the biggest question I still have is, why did the story Cid made up about the Diablos Cult become real? Is this all a dream? Will we ever know? Surely there must be more to the premise than just what is stated here, right? And is comedy supposed to be the major element?

Anyway, Cid's sister Claire and Mary, a red-haired, thousand year old Vampire hunter, get into trouble against one of three bosses of the Lawless City, 'Juggernaut'. I found I had become confused over who's who and just what everyone is trying to achieve. So confused that I began thinking that maybe I should set this show aside during a tightly packed season and watch it later.
