Synopsis
Prime Minister Kayabuki signs the order that allows the JSDF to engage in the Dejima problem, despite the protest of several Asian countries. Yet, her political carreer appears to be doomed as the American Empire has already demanded that operation from the Japanese military as prerequisite for signing the new alliance treaty with Japan - without informing Kayabuki about this fact. Kayabuki calls for the U.S. to send nuclear inspectors - and Kusanagi dives into Kuze's brain to leave a message before Gouda's jamming signal separates the network that glued the refugees together. Now Section 9 has to survive until the U.S. personnel arrives - but the war has already begun.
