Synopsis
When Kayabuki, Japan's first female prime minister, visits the largest refugees resort shortly after announcing the change of a law about those refugees' status in Japan, she is passed a letter threatening her life, signed with a mysterious symbol that had been used by a number of apparently unrelated crimes before. Section 9 is assigned to protect the prime minister's life and to find out about the nature of the threat.

[2007-08-21, Devil Doll: 8/10] The refugees' situation proves to be the leitmotif of this Individual Eleven series (with that name being explained in detail in this episode). Finally a worthy opponent for Section 9, and a decent episode despite drowning the audience in information.
