A big earthquake demolishes the capital of Japan, and it splits the main land into halves. Japan is divided into the northern and the southern parts. They accept aides from two large countries, i.e., United States and China. However, actually, it is a policy of occupation and control named “aid”. Many Japanese become refugees to go to foreign countries. But, the recovery from the disaster doesn’t work well, and frictions between the inhabitants and the refugees who can’t go home are getting serious.

Taiyo no Mokushiroku - A Spirit of the Sun

Spirit of the Sun serves as Japan's attempt at a disaster film focusing on the country being devastated by major earthquakes and being divided up into sovereign nations controlled by foreign powers and Japanese refugees being scattered into different countries. While the issues with natural disasters and foreign occupation are nothing new in Japan's history, the TV special's attempts to tackle such issues are a bit too grand to explore within its 2 1/2 hour run to get into the particulars of such situations. The film's attempts to explore the issue from the eyes of Genichiro are mostly dull and uninspired as he's the archetypal idealist character who can conveniently get anyone to agree to his beliefs, no matter how evil and corrupt they are. In addition for a title animated by Madhouse, it felt like the studio was showing restraint with their talent here as character designs were a bit rough and there were a good number of corners cut with animation as still shots were often a presence in this film. If you really want to see a worthwhile anime focused on natural disasters, watch Tokyo Magnitude 8.0 as that series offers a more believable focus on the hardships of living through an earthquake compared to the tripe offered with Spirit of the Sun.
