Natsumi is late for her new job and is speeding on her mini bike. When a female cop in a mini-coup tries to pull her over, Natsumi decides to run. Despite her best efforts, Natsumi continues to be dogged by this cop and the cop catches her when Natsumi wrecks her bike rather than hit a cat. Now an hour late for her job at the police station, Natsumi is stunned to learn that her partner is none other than the female cop who gave her a ticket earlier, Miyuki. Circumstances prove the two are good partners and then they become roommates. Will the pair catch the speedster in the hotrod? Will the pair manage to get a sick cat to the vet in the middle of a typhoon. Will fellow officer and motorcyle patrolman Nakajima-kun have the nerve to ask Miyuki out? Will Natsumi stop calling him Ken-chan?

Looks like I've found a new anime franchise to get sucked into considering what I seen from this OAV of You're Under Arrest. More or less, You're Under Arrest focuses on the everyday developments of Miyuki, Natsumi and the Bokudo Police Precinct on and off the job. Even with the occasional car chase and intense moments, the series is mostly lighthearted featuring a cast of likeable characters you can get attached to and featuring great comedic timing as the characters interact with one another and deal with their daily routines as traffic cops. The visuals to the series are good on the eyes sporting clean details, subdued colors and great animation used to good effect during the OAV's frequent vehicle scenes. The storylines for the OAV appear to be episodic and I imagine this will be the routine once I start to tackle the first TV series. If you're not a fan of episodic plots and slice-of-life titles, then you're very likely not gonna gain much interest in watching any more from the You're Under Arrest franchise. But if you're looking for something different for a slice-of-life comedy, then you can't go wrong with giving this OAV a look before venturing into later titles in the franchise.

I liked it but the stories were very haphazard. I wasn't sure where I was going from one story to the next.

I liked the TV series more.

As with the Fujishima Kosuke's OAV anime Oh My Goddess, this one covers a lot of ground in a short period of time. Unlike OMG, this one seems to do a better job of getting the story in. However, there wasn't much of an overall story and the individual stories were fine, just nothing special.

The overall story is of Natsumi and Miyuki becoming partners, roommates, and friends. The side story is the romance between Miyuki and fellow officer Ken. Ken is a gentle giant and Miyuki a sweetheart similar to Belldandy. However, Miyuki isn't going to lead Ken to the water (so to speak) and Ken is completely unsure of how to approach Miyuki to ask her out. So the romance is very juvenile in nature, but I liked it. When I get to the TV series though, the two had better make progress. They don't have to sleep together, but at least make progress (unlike Bell and K1 in the OMG manga). As to the individual stories, they aren't going to be the typical American cop chases, but more along the lines of typical Japanese ones. So some folks may not care for that too much.

From and art and animation perspective, this thing rocks. For those who know Fujishima-san's works, his artistic skills are unmatched. The attention to detail for buildings, vehicles, and the like are just astounding. To make matters better, he has great character designs which mean very pretty girls and handsome guys. The animation is very good, though there was one time-filling scene which had the old pan-and-scan shots. Maybe that episode ran short and they needed to fill some time. Otherwise, the rest of it is really top notch, especially in light of the fact that computers weren't used when this was created. Yet this OAV easily skunks most anime that uses CG today.

Bottom line: I'm borderline between "Rent" and "Buy". The art, animation, and character designs are the best in anime. However the stories are this OAV's weakness. They aren't bad, just average. However, considering the sweetness of the franchise as a whole, you may as well buy it.
