Ryo Mihara was killed in an accident. He found himself in the presence of a blond man who described himself as something like an 'angel' and who offered him a chance to be reincarnated. Ryo requested 'a slow life' and was revived in the world of Phi, in which 20% of humans, including him, can employ magic. His special element is water. He found himself in a cottage alone in the forest of Rondo and set to work mastering water magic--because he finds that not everything is 'slow' there.

Mizuzokusei no Mahoutsukai
(One episode watched):
Episode one of this show felt sort of like watching someone play the first session of a new video game. Ryo gets set up in his new residence, studies the instructions, familiarizes himself with the monsters he might encounter, tries out the basic water spells and develops more advanced ones, etc, etc. "I might actually be getting the hang of magic!" he says to himself at one point. He takes down a lesser boar and an 'assassin hawk' and encounters a friendly dragon that can communicate via telepathy. He also meets a Dullahan that teaches him how to swordfight without words (of course). And the Angel notices a rare 'hidden trait' that he had missed earlier. It's clear from the OP sequence that Ryo will be joined by a red-haired guy, and sure enough at the end of the episode this person washes up after a shipwreck. The artwork and character designs look pretty good. The plot is pretty unremarkable and I'm not sure I want to watch an anime about a magical specialty when magic itself doesn't impress me. I haven't felt any distinct thrills as of yet, but I suppose I am curious enough to watch episode two.
