On what apparently is a parallel world, time flows in a much slower pace than normal. The ocean remains on a solid state of matter as the eccentric individuals who inhabit this land casually wander over it.

While I normally don't have any problem with seeing the occasional art films from anime, this one didn't seem to have much promising for it nor anything meaningful it was trying to articulate. It features surreal images like time slowing down at an ocean with a ship liner and whale in motion, buildings that morph into giant anthropomorphized forms and the local folk not seeming to mind the everyday strange happenings within the ocean. The title seemed to keep getting in the habit of transitioning its focus rather frequently between different characters, lacked a clear focus in mind with what it wanted to tell and seemed quite intent on showing off how surreal its world was. Visuals are a bit on the simple side in terms of details, colors look quite subdued and moments of CG animation implemented during the time stick out quite prominently compared to the regular animation of characters. There's not really much that sticks out with Glassy Ocean, nor anything that I can find myself admiring compared to other art films I've seen.
