FIXED: Handling of German umlauts on What's New page

Editing the name of Kämpfer für die Liebe leads to a correct display on the anime page itself but to a broken display "Kämpfer für die Liebe" on the "What's New" page. I tried both Firefox 3.6.13 and MSIE 8.0.6001.18999 but this didn't make a difference.

Different character encoding in use on different pages on CAR?

The What's New page is a little odd. I generate the main content area of it statically on a schedule (once every 3 minutes) and store that in a file. The page itself then loads that file and prints it out. The content type on the site itself, for every page, is UTF-8. That's not set in a page specific way. The program that generates the file explicitly chooses UTF-8 as it's output format. HOWEVER, the code that read the file in didn't flag it as UTF-8 and so was likely reading it as ISO-8859-1, thus messing everything up. I've fixed this.
