Synopsis
Kaori has a disturbing nightmare in which both her late brother, Makimura, and also Ryo are killed. Umibozou is lured into a trap and left for dead by the "Lodos Mafia", which now feels it has only Ryo to contend with. The plan is to use Kaori to get at Ryo, and three sibling gangmembers, the brothers Geruma and Zaboh, and their sister Denai, all pledge their lives to carry out the mission. Saeko and Reika Nogami recruit Ryo in an unorthodox manner to assist them in infiltrating a Lodos Mafia drug deal which is to be held behind the facade of a fancy ball. But Kaori objects, fearing her dream was a premonition of what will happen to Ryo if he takes part. She relents when it is revealled that this was a case her brother had been passionately involved in...

I tend to greatly prefer the comedy element of City Hunter over the action, but although the action clearly had priority in this episode I thought it was handled better than usual, and was genuinely intriguing--a good thing, since this is a two-parter. We all know that Umibozou is indestructible, right?
