Synopsis
In the prologue, Yute explains that the Citizen Registry acts as a wall which seperates registered citizens, or "Competentens" from unregistered ones ("Incompetentens"). Competents recieve any service they need from the city, whereas Incompetents live in poverty. Miranda briefs Roy on his next job, the hunt for an unregistered citizen who stole a number of precious PIO crystals. According to Yute, these are used to convert light into other forms of energy, and since these particular crystals are probably impure, they are liable to be unstable and potentially explosive. Before leaving the office Roy gets a strange phone call, which clearly startles him. He doesn't immediately let on what it was about, but as he, Solty and Yute drive to a rural address he reveals that someone has told him that his missing daughter Rita has been found! A blind girl in a wheelchair answers the door, and says yes, her name is Rita Revant and she was injured in the Blast Fall. Roy realizes she is what's called a "Newlights Child", named after a special law which allowed Blast Fall orphans to recieve precious ID cards. The girl says she lives with her uncle--"he says my father used to help him, so he takes care of me". The "uncle" enters--and Roy does indeed know this man...

I'm kind of frustrated by this episode, (and the last few in general)which I think spent too much time focusing on a cut-and-dried, predictable tale of crime and betrayal, and not enough on the ongoing mysteries of Rita's disappearance during the Blast Fall and Solty's origins. Actually, Solty didn't play all that large a part in this one, other than kicking some serious ass towards the end. Roy is an interesting character, and an episode devoted largely to him isn't necessarily a bad idea, but the person I most want to learn more about is Solty!
