Touka Kuroitsu works in the Monster Development Department of the Secret Society Agastia. Her job is to help devise evil creatures that will fight the superheroes that defend different regions of Japan. Like any bureaucracy, she must contend with red tape, budgets, unreliable coworkers and the micromanaging of those above her.

Where do the various bizarre monsters that superheroes fight come from? Who decided what form they would take? This show takes a look at the process by which they come to be, and thus is a parody of both the superhero genre and the salaryman culture of Japan. It all starts with a proposal which is reviewed by a panel of experts (here, freakish villains) who ask probing, intelligent questions which can be difficult to answer if the proposal is in fact a half-assed idea that was hurried slapped together to meet a looming deadline--even in evil organizations that are attempting to take over the world, it happens. In the second half of episode one, an idea for a muscular wolfman, 'Wolf Bate', is derailed when Agastia CEO Akashic decides the concept would work better if the monster was more cute. Kuroitsu must deal with all of this crapola. This struck me as a modestly amusing farce, though I wondered if it could remain 'fresh' for twelve or so episodes.

But unfortunately after three episodes this show is trending in the usual direction for ones that have a joke as their premise. That is, the joke soon gets old and not enough new material can be found to keep it going. Variations on the original joke (here, more absurd monsters) are presented to us, but when you get right down to it, it's ultimately the same joke and retelling it doesn't make it any funnier. Kuroitsu knows the person who is actually the superhero 'Blader', who she is tasked with finding a way to defeat; neither of them have any idea that they are actually enemies. And Wolf Bate seems to be an ongoing character; together, I had hoped these might be indicative of some sort of a plot rather than this being nothing more than a matter of monsters-of-the-week, but I'm not seeing it. I ultimately decided that I could be forgiven for quitting this show if I saved all of the episodes on a DVD, just in case I ever learn that it gets markedly better towards the end.
