Synopsis
A terrorist group under the name of "The Individual Eleven" takes hostages in the Chinese embassy, demanding the shutdown of Japan's five large reception camps for economic refugees. With Section 9 not yet reinstated officially, time is running low for the new government - but in case this special police group can solve the issue without casualties they'll be granted their former status, plus new members.
