Synopsis
At an art museum, police officers are startled by a flare, distracting them from the theft of a precious sculpture. Their leader, Toshi, gets a furious berating from the police chief, since this is the sixth time "Cat's Eye" has gotten away with such a theft. Toshi goes to his favorite coffee shop, run by his girlfriend, Hitomi, and her two sisters, to share his problems. He mentions his frustration at the fact that the owner of the museum containing the next declared target of Cat's Eye considers the police incompetent, and has taken unusual measures to protect the fabulous jewel known as the "Queen's Tear"...

It's not clear whether Toshi believes "Cat's Eye" to be an individual or a gang, but either way he has jumped to the conclusion that it must be led by a man--even though after the first theft he got at least a fleeting glimpse of the leotard-dressed girls fleeing from the scene.
