In the city state of Lisvalletta, the citizens live peaceful lives by day while crime and illegal drugs permeate the area at night. A highly lethal drug "Anthem" has taken hold and the SEVEN-O Special Crime Investigation Unit is tasked with stopping it. Members of the unit operate in groups of two called the "Double Decker System." Doug Billingham is a seasoned investigator, and joining him is Kirill Vrubel, whose abilities are mysterious and unknown.

Double Decker goes for a buddy-cop style plot formula in its focus on the crime investigation unit known as SEVEN-O tasked with halting the spread of an addictive drug called Anthem from a local crime syndicate. The series mixes action and comedy in its focus on the chemistry between the teams of two making up the pairings of SEVEN-O and delving more into the causes surrounding the Anthem drug crisis. The chemistry between the pairs of SEVEN-O have their moments of fun chemistry and humor, though the characters felt a bit too archetypal for me to care more seriously for. In addition, what is revealed about the cause of Anthem gets a bit ridiculous, especially concerning who the true enemy threat is. Granted this might have been deliberate from the show's creators, but the series isn't too effective at many points with taking things more seriously with its later plot revelations. Overall, the series has its moments of humor with its buddy-cop formula, but its cliched characters and ridiculous plot revelations mostly made it mediocre fare for me.

This show quickly reminded me of a number of anime that typically display colorful character designs, snazzy music, plentiful action, sort-of funny jokes--but in general leave me underwhelmed. Perhaps the problem is that their first episodes don't leave me with any question that I feel I need an answer to. My guess is that the main issue here will be whether protagonist Kirill achieves his goal of being known as a hero. But I can't say that I really care, since he didn't strike me as all that interesting a person. It seems that there are shows with flamboyant characters, and shows with deep, sophisticated, interesting ones, and this anime seems to fall into the former category. I doubt if much effort will be made to develop the characters or tell a complex story here. And freakish mutant villains in the midst of a drug war don't exactly excite me either. This show struck me as similar to Banana Fish last season, but with more jokes and bizarre technology. Maybe one thing I like about anime is that it won't be about problems that are all too common and demoralizing in America. I guess I just need likeable, understandable, interesting characters in my anime, and if I don't get those, all the window dressing in the world can't turn a show around.
