New legislation is passed into law, which gives the Media Betterment's forces more power and they start enforcing censorship of authors in addition to books. The Library Defense Force is approached by one such author and the LDF decides to protect him until the law can be appealed in court. Dojo and Kasahara's first date is rudely interrupted and they are put on protection detail. Meanwhile, Shibasaki plots behind the scene's to help muster support for the law's appeal.

Wings of Revolution serves as both sequel and finale to Library War by increased escalations between the Media Betterment Committee (MBC) and Library Defense Force (LDF) as the former gains more power to enforce its draconian policies against books and writers, while the latter hope to put pressure on the government to reassess the censorship law. Alongside this development, Iku and Dojo's relationship has gotten closer to the point where both are near the point of becoming romantic and both get tasked with having to protect an author who is victim to the increased enforcement efforts of the MBC. The anime does a solid job for the most part with focusing on both plot threads, with the former continuing to look critically at the flaws of government-enforced censorship and the latter helping to provide some more dimension and development to Iku's character as she becomes more smitten with Dojo and attempts to uphold her duty in protecting the author. Yet again though, there isn't much focus provided on Dojo's perspective of the events unfolding which makes him less developed as a character as a result. The movie budget benefits Wings of Revolution greatly here as visual details on scenery and characters are greatly improved from the TV anime and animation is improved greatly with more fluid movement and some engaging animated sequences at points coming from clashes between MBC and LDF officers. Overall, Wings of Revolution offers a solid conclusion to Library War with how it resolves the budding relationship between our main pairing (in spite of Dojo being underdeveloped) and the continued focus on government-issued censorship. Fans of the Library War TV anime should certainly give this film a look if they are looking for a proper conclusion to the series.
