Synopsis
Joker/Carpenter has somehow followed Nenene and the sisters to Yomiko and Nancy's hideout inside the National Diet Library. He asks Yomiko to return to Britain with him, along with "The Book of the All-Seeing Eyes", saying "your cooperation is imperative for the rebuilding of the UK". Yomiko refuses, calling Joker "evil" and blaming him for making "Nancy into the person she is now". She knows what he intends to do with the book, and strongly disapproves. Joker replies that she has abandoned her comrades, many of whom have suffered and died while she "buried herself in books". Nenene tells him to get to the point, which results in an attempt to employ bizarre equipment to neutralize the skills of the paper masters, but ultimately they win out and escape. Joker calls Wendy and tells her to initiate "Operation Fahrenheit 451". Yomiko insists she must stop by her old rooftop apartment, and while there Nenene asks her what really happened five years ago. She will only say that "she did something terrible to the people she worked with". Then word comes that something strange is going on at nearby Jinbou Street...

I don't know whether Operation Fahrenheit 451 is moving or absurd--these aren't the only copies of those books, you know! Maybe if I had actually read the book by that title it would make more sense. How the hell did Joker "buy" the National Diet Library? Is that even possible (it would be like our government selling the Library of Congress to foreigners)? How does he keep the Japanese police from interfering with Op F451? What did he do to make Nancy "the person she is now" (I had assumed her amnesia was a result of her being left floating face-down during the "Great Men Incident")? Most importantly, what really did happen five years ago? Joker's men, by the way, look to me like National Park rangers in shabby uniforms.

Forbin : Well you have to watch Episode 22 to see why OF451 is so important, and why he has the power to 'buy' the national library. Joker did nothing to Nancy, she received brain damage from the lack of oxygen in the OVA. Episode 19 explains what happened 5 years ago. If you look at Joker's men, they are the 'firemen' from Farenheit 451. Same dress code.
