This is a term coined to identify things like jiggling breasts, cleavage shots, panty shots, bra shots, closeup shots of women's breast, legs, butt, etc., and mild nudity all for the purposes of "servicing" the audience and having no relevance to the plot or characters of a series. The term has a second meaning covering things like massive action sequences, explosions, fights, etc., but it mostly refers to the first meaning.

In 2122 A.D., Earth is at war with aliens called W.O.R.M. ("Weapon of Raid Machines"), swarms of minute beings that can form monster-sized beings. The W.O.R.M. were beaten back but their re-emergence heralds the creation of a mecha unit called the Sonic Divers, piloted by three girls (each of them 16 years old) to counter this threat.
