A hidden military organization named Mithril mobilizes three crack troops (Sousuke, Kurz, & Mao) to secretly protect a young Japanese girl, Chidori Kaname, from being kidnapped. Sousuke Sagara is assigned to be her personal bodyguard and must go undercover as a fellow high school student while not letting her know she's in danger or that he's protecting her. Unfortunately, Sousuke has little experience in understanding life as a normal high school student thus he considers just about any little action or thing around him to be a threat on Kaname.

High School student Shinichi Kudou was a virtual Sherlock Holmes, who the Tokyo police regularly turned to for help in solving baffling cases. But then he accidentally learned too much for his own good about a murder case, and was caught by the villains. They poisoned him and left him for dead, but the "poison" had an unexpected effect--rather than killing him, it caused Shinichi to revert to the appearance of an elementary school boy! He retains his skills as a brilliant detective, however, and since that incident has managed to become adopted by his former girlfriend and her less-than-exemplary private detective father. With them he carries on his passion, and searches for clues to a possible antidote to the poison he was forced to swallow.

Seina Yamada is an unlucky teen boy. In fact his luck is so bad that he can't score a break if he tried. While on his way to his friend's house (taking a shortcut which takes him past his senpai Tenchi Masaki's home), his bad luck causes his bike to break. As he comes to rest at the Masaki lake, something crashes into the lake and knocks him out. When he comes to, a beautiful blonde lady is over him, relieved he hasn't been harmed. Assuming Seina has been training with Tenchi, she gives him a pamphlet to join Galaxy Police and tells him her name is Amane Kaunaq. Seina's family thinks the pamplet is some sort of prize entry and force Seina to put his thumb print on it.
