During the war, a hundred ninja warriors fought against the corrupt imperial Army and almost annihilated it. In the end, the Ninku were defeated, scattered to the winds and the Imperial Army was able to write them into the history books as being evil villains who dared to defy authority. But a few Ninku still survive and struggle to gather together their lost comrades. Looking like a child, Fusuke is the former captain of the first Ninku division and a master of the wind arts, who is searching for his mother who was taken during the war. Along his way, he encounters Aicho and Touji, both who were former Ninku captains with abilities of their own. But the army considers any living Ninku to be a threat and is committed to seeing to their destruction, to the last man.
